The podcast where a decision has to be made in a meeting

Hi All, I can't remember the podcast that discusses meetings where a decision must be made. For example, the guidance was lead with your recommendation up front, then add your reasons why. The guidance was to not waffle, talk rubbish, give wishy-washy answers but state your recomendation first. 

I can't remember which podcast this way, can anyone recall or point me to where this guidance was?
